I used a product called GOOP there are several types of goop (Shoe, plumbers, home etc ), it is a clear silicon type of product, very rubbery when cured. I roughed up the area where the foam blocks were to be glued and gooped them in. I haven't had any fall off after several years.

I got some clear plastic storage boxes with the idea of carrying models
for local contests. My plan was to glue blocks of foam to the plastic
to hold model parts. I'm not sure what the plastic is, but none of my
glues will stick to it. Maybe they are polyethylene? dOes anyone know
of a glue that will work on that?
