Rules for AROG and 35cm...

Question on rules for AROG... Do you -have- to have a wheel, or can
you use a skid, as long as the plane can ROG and be supported...?

Also, where might one find the rules for 35cm...? Can't seem to
locate them anywhere... And on a philosophical note, does anyone know
why the class was created...? Sort of like F1L is a class like EZB,
and F1M is a class similar to PP...
