Building question

Looking at the plan for Cezar Banks' Novice Pennyplane (which I'm
currently redrawing full size), one notation puzzles me. By the tipped
up "rudder" in the front view it says "1/8" left turn (rudder tips
only)". Does this mean that you would angle the stab ribs at the
dihedral joint so the rear of it is 1/8" to the left of the front ? My
understanding is that dihedral cuts should be made at the rib joints.
