One of the problems is the number of potential sites where the air handlers

Jerry,
We have run into the same excuse several times. Many heating/ventilating/air
conditioning systems are controlled by computers now days. However, code
requires that there be an manual electrical disconnect switch in sight of the
blower. This is the easiest way to shut down the fan, although it might result in
an "alarm" or "alert" signal in the computer system. No big deal. Also, even
if the computer is remote, most buildings have local access thru a terminal to
the system & a fan can be shut down, if the operator is computer literate.
Unfortunately, once they tell you it cannot be shut down, they usually don't
like to admit they don't now what they are taking about.
